With regards to your query, please be informed of the following:
1. The Sharīʿah does not prescribe any specific method for killing fish. Any method that causes termination of life will result in the fish being ḥalāl to consume.
قال النووي في روضة الطالبين: 541/2
الحيوان الذي لا يهلكه الماء ضربان، أحدهما: ما يعيش فيه، وإذا أخرج منه كان عيشه عيش مذبوح، كالسمك بأنواعه، فهو حلال، ولا حاجة إلى ذبحه… وسواء مات بسبب ظاهر، كضغطة، أو صدمة، أو انحسار ماء، أو ضرب من الصياد، أو مات حتف أنفه
2. Even if no active measures are taken to terminate the life of the fish, and it dies through factors such as asphyxiation, pollution, red tide, or just naturally, it remains ḥalāl.
3. In consideration of the wide latitude the Sharīʿah grants in respect of how fish are killed, the method described in the question—killing through electric shock—will satisfy ḥalāl requirements.
4. The humaneness of the various methods employed in killing fish is a subjective exercise on which we find it difficult to comment qualitatively or comparatively without expert opinion. At the very least, electrocution does not appear to be any worse than conventional methods such as asphyxiating the fish, breaking its neck, clubbing it to death, and driving a spike into its brain—all of which methods have been deemed valid for ḥalāl purposes by the Fuqahā.
5. In all of the above, the Sharīʿah makes no difference between ocean fish and fresh water fish.
6. Thus, fish farmed and killed in the manner described in the email from Imex Marketing will be ḥalāl.
7. Since there is no ritual procedure involved, the killing process would not require the presence or participation of a Muslim.
8. The only manner in which the ḥalāl status could become compromised is through contamination with ḥarām and najis substances.
